Overview
The Uganda Institute of Information and Communications Technology (UICT) operates under the management and guidance of the Uganda Communications Commission (UCC). This strategic partnership is anchored in the provisions of the UCC Act 2013, which aims to develop a modern communications infrastructure in Uganda. Mandate of UCC
The Uganda Communications Commission’s primary mandate is to regulate the communications sector, encompassing:
- Telecommunications
- Broadcasting
- Radio communication
- Postal communications
- Data communication and infrastructure
The Commission’s mandate spans three entities:
- Uganda Communications Commission
- Rural Communications Development Fund
- Uganda Institute of Information & Communications Technology (UICT)
Key Aspects of the Partnership
Management and Operations
Under the UCC Act, 2013, UICT is managed and operated by the Uganda Communications Commission. This ensures that the Institute aligns with national policies and standards, benefiting from UCC’s regulatory oversight and strategic direction.
Digital Literacy Initiatives
A key element of the partnership is the Memorandum of Understanding (MoU) between UCC and UICT, aimed at enhancing digital literacy across Uganda. This initiative includes:
- Training 300 Trainers: Focused on community ICT digital literacy based on the International Computer Driving License (ICDL) curriculum.
- Training Over 5,000 People: Conducted within 95 districts in Uganda using the Open Distance Learning Platform developed by UICT.
Fourth Industrial Revolution (4IR) Testing Lab
UCC has developed a state-of-the-art Fourth Industrial Revolution testing lab at UICT. This facility is dedicated to testing and developing emerging technologies before their rollout. Technologies explored in this lab include:
