UICT is the premier institution for training in information and communications technology (ICT) in Uganda and the East African region. The Institute prides itself in providing hands-on training that imparts practical skills in those who receive the training.
The Institute was established in the year 2000 by Uganda Communications Commission (UCC) www.ucc.co.ug in fulfillment of one of the Commission’s functions, namely “to establish and operate a communications training centre” as provided in The Uganda Communications Act, 1997. There was need to establish a training center with a national mandate, and character. Accordingly, UICT was charged with the responsibility of training and developing the human resource needed for the effective and sustainable operation and management of Uganda’s ICT sector. The Institute has, since its establishment, endeavourd to fulfill this mandate.
In October 2005 UICT was established as a public tertiary institution by the Ministry of Education and Sports in accordance with the Universities and Other Tertiary Institutions Act, 2001. In order for the Institute to be able to play a more strategic role as a provider of quality training in ICT, Government found it necessary to transfer the supervision of the Institute to the Ministry of Information and Communications Technology in November 2007. However, the Minister responsible for education retains the legal responsibilities spelt out in the Universities and Other Tertiary Institutions Act, 2001.
UICT has developed a Vision, Mission, and a set of Core Values. The Institute periodically draws-up strategic and business plans which guide its development process. The Management, staff and students of the Institute are required to promote the core values of the Institute at all times so that the values become distinguishing features between the UICT community and other stakeholders.
The Institute’s commitment is to ensure that all the training (academic or otherwise) offered by the Institute is of very high quality; and that the products (graduates) of the training programmes are competent, and skilled professionals who will have the hunger to learn more and to keep abreast with technological developments. These are the men and women on whom the nation will rely to operate and manage its ICT sector.
