The Uganda Institute of Information and Communications Technology (UICT) was established in 1965 as the East African Posts and Telecommunications Training Centre. The Institute was formerly owned by the Uganda Communications Commission (UCC). With the establishment of the Ministry of Information and Communication Technology (MoICT), the Institute is currently under the policy oversight of the Ministry. As a public tertiary institution regulated under the Universities and Other Tertiary Institutions Act, the Institute has some educational compliance and reporting obligations to the Ministry of Education and Sports.
UICT was established to provide education and training in all fields related to the communications sector including telecommunications services, computer engineering, information technology and business management.
The Ministry of Information and Communication Technology has given policy guidance to the Institute aimed at ensuring that it focuses its core mandate of developing the national human resource capacity in the areas of Communications Technology and Information Technology. The Institute is also required to ensure that all its programmes take cognizance of the critical need to address gender issues.
