UICT was established as a public tertiary institution in by the Ministry of Education and Sports (MoES) in October 2005. In order for the Institute to play its strategic role as provider of quality training in the ICT, Government found it necessary to transfer the management of the Institute to the Ministry of ICT in November 2007. However, the Minister responsible for education retains the legal responsibilities spelt out by the Universities and Other Tertiary Institutions Act 2001.
