The
Uganda Communications Act, 1997 mandates the Uganda Communications
Commission (UCC) to "establish, manage, and operate a
communications training centre." In enacting thus, Parliament
was guided by the need for the training centre to have a national
mandate, and character. Accordingly, UCC established the Uganda
Institute of Information and Communications Technology (UICT)
as the service-training centre. Therefore, UICT's mandate
is national. The Institute is charged with the responsibility
of training and developing the human resource needed for the
effective and sustainable operation and management of Uganda's
ICT sector. The Institute has, since being established in
2000, endeavored to fulfil this mandate
The
Institute has developed a Vision, Mission, and Core Values.
It has also drawn-up a five-year strategic plan covering the
period 2004 - 2009, and a three-year business plan covering
the period 2004 - 2006. These plans are intended to guide
the Institute's development process. The plans will be launched
in the very near future. The Institute has identified four
priority strategic objective areas namely; market performance,
quality assurance and management, financial sustainability,
and institutional sustainability. The Institute will be guided
by the following core values: student and customer centeredness;
integrity, transparency, and accountability; teamwork and
total commitment; professionalism; principle of equal opportunity;
and environmental sensitivity.
The Management, staff, and students of UICT are required to
promote the above tenets at all times. These values will eventually
become our distinguishing features. The challenge which faces
everyone at UICT is to ensure that all the training and academic
programs offered by the Institute are of very high quality;
and that the products (graduates) of these programs are competent,
and skilled middle-cadre professionals who will have the hunger
to learn more after graduating. These are the men and women
on whom the nation will rely to operate and manage its ICT
sector at the middle-cadre level.
