Mrs. Victoria Byoma (Representing UCC)
Mrs. Victoria Byoma is a professional lawyer and a business entrepreneur. She is a member of several professional bodies and business associations including the Uganda Law Society, and
the Uganda Manufactures Association.
She has over 25 years work and professional experience in both public and private institutions. She has 10 years experience as a
communications regulator, having served as a Commissioner of Uganda Communications Commission, since its inception in 1998. She has served on the Uganda Manufacturers' Association
Board for 8 years, representing and promoting the interests of small and medium companies. She served as a bank attorney with former Uganda Commercial Bank for over 14 years,
Currently, she is the Managing Consultant of Export Development Center, a legal and business consulting company.
Mr. Patrick Masambu (Representing UCC) Mr. Patrick Masambu is the Executive Director of Uganda Communications Commission (UCC),
the regulator of the communications sector in Uganda. Prior to his current position which he has held since January 2000, Mr. Masambu worked for 2
years as managing Director of Uganda Telecom Limited, the incumbent telecommunications service provider in Uganda at the time of sector reform.
His other regional and international responsibilities in the past have included: Board member, REGIONAL African satellite Organisation (RASCOM);
Chairperson of the Association of Regulators for Eastern and Southern Africa (ARICEA); Chairperson of African Advanced Level Telecommunications Institute (AFRALTI);
and Chairperson of East African Regulators, Postal and Telecommunications Organisation )EARPTO). Currently, he is Ag. Chairperson,
Commonwealth Telecommunications Organisation (CTO) as well as Vice Chairperson, International Telecommunications Union (ITU) Study Group 19, the study group responsible
for mobility. Mr. Masambu also serves as a member of the International advisory Committee, Public Utility Research Centre (PURC), University of Florida, USA.
Mr. Masambu holds a B.Sc. (Hons) in Engineering, an MBA, and a Postgraduate Diploma in Telecommunications Systems Management.
Dr. Sam Kinyera Obwoya (Representing Public Universities) Dr. Sam Kinyera Obwoya has considerable experience in teaching,
teacher education/training and training in ICT. He is a distinguished academic and research in Materials Science. He is currently the program Coordinator and Director
of the Open, Distance and e-Learning (ODeL) Centre at Kyambogo University (KYU), Kampala, Uganda. He is a Fellow of the US-Africa Materials Science Institute (USAMI), Princeton,
USA. Dr. Obwoya is also a Senior Lecturer in the Department of Physics at KYU. He has been a teacher educator since 1984. Between 1978 and 1984 he was Head of the Department of
Physics at Old Kampala Secondary School, Kampala, Uganda. From 1991 to 1993 he was Head of the Physical Sciences at the Institute of Teacher Education Kyambogo (ITEK);
now KYU. Between 1993 and 1999 Dr. Obwoya was Head of the Department of Physics, ITEK. Dr. Obwoya served as a member of the Governing Council of Unyama National Teachers'
College from 1998 to 2006.
Eng. Shem Sunday (Representing UIPE) Eng Shem Sunday is a professional Telecommunications Engineer. He holds a B.Sc in Electrical Engineering
from the University of Nairobi. He is a Corporate Member of Uganda Institution of Professional Engineers (UIPE), and a Registered Engineer (Registered by Engineers Registration
Board, Uganda)He has over 30 years experience in the telecommunications sector; having worked with the former Uganda Posts and Telecommunications Corporation for 20 years,
and over 10 years of private practice as a consultant. He has executed and supervised many telecommunications projects.
Currently, he is the General Manager and chief executive of Inforcom Uganda Limited a firm offering consultancy services in telecommunications.
Mrs. Elizabeth Gabona (Representing the Ministry of Education and Sports)
Mr. Ambrose Ruyooka (Representing the Ministry of ICT)
Mr. Sylivester Sennabulya (Representing Academic Staff)
Mr. Sylivester Sennabulya is a Lecturer in the Department of Management; and is currently the Head of the Department. He holds a Master degree in Overseas Records Management
and Archives Administration from the University of London. Prior to joining UICT in January 2003, he served for 24 years in various Uganda Government ministries of the Public
Service where he rose to the level of Principal Records Officer. From 2000-2002 he worked with the United Nations Transitional Administration in East Timor as a consultant on the
establishment of the National Archives of East T, and the National Records Centre.
Mrs. Consolata Bitature Mugambe (Representing Academic Staff) Mrs. Consolata Bitature Mugambe is a Lecturer in the Department of ICT. She holds a Bachelor
of Science in Engineering from Makerere University, and Master of Science in Electronic and Electrical Engineering from Obafemi Awolowo University, Nigeria. She has worked at
Makerere University as a Teaching Assistant; with Uganda Posts and Telecommunications Corporation as an Engineer where she acquired skills in Switching and Transmission
Network planning; and in the IT Departments of UNDP and Uganda Development bank. She also worked with eConsult and SevenSeas Technologies, and taught briefly at Kyambogo University.
Consolata has technical skills in software development, ICT infrastructure procurement; ICT maintenance and evaluation.
Mr. Paul Watsosi (Representing Non-teaching staff)
Mr. Paul Watsosi is the Administrative Assistant in charge of Academics. He holds a Bachelor of Science degree in Economics and Geography from Makerere University. He is currently
finalizing his research project that will lead to the award of a Masters degree in Statistics of Makerere University. He also holds a Higher Diploma in Marketing (HDM) from Makerere
University Business School (MUBS). Before joining the Institute as Administrative Assistant in August 2006, Mr. Watsosi was lecturing at Makerere Institute of Adult and continuing
Education and other institutions of high learning in Kampala. He is a part time Statistical and Marketing Analyst for Global Human Resource Consult. He is an Examiner for Business
Statistics and Business Calculations with Uganda National Examinations Board.
Mr. Edwin Mbabazi (Representing Students' Guild)
Mr. Edwin Mbabazi is the current President of the Students' Guild. He is asecond year student on the Diploma in Telecommunications Engineering programme. He also hold a Certificate in
Electronic Engineering. Mr. Mbabazi attended Kabalega Secondary School, Masindi, Uganda; Lubiri Senior Secondary School, Kampala, Uganda; and St. Michael High school, Namugongo,
Uganda. While at Kabalega Secondary School, he served as Assistant Prefect/Minister for Health.
Ms. Florence Naigaga (Representing Students' Guild)
Ms. Florence Naigaga is the current Speaker of the Guild Representative Council (GRC). She is a second year student on the Diploma in Business Administration programme. She is also
pursuing a Certificate is Customer care at …….. She attended Kamonkoli College, and Buyoko Senior Secondary School where she was the Assistant Head Girl. Inboth schools she held
several positions of responsibility including Chairperson of the Debating Club; Secretary for Discipline of Iganga District prefects' Club.
Mr. Godfrey Mugisha (Representing Students' Guild)
Mr. Godfrey Mugisha is the current Minister of Finance. He is a second year student on the Diploma in Telecommunications Engineering programme. He holds a Certificate in Information,
Hardware, Maintenance and Networking from Makerere University. Before joining the Institute, Mr. Mugisha attended Mandella Senior Secondary school, and Kabalega Secondary School.
At Kabalega Secondary School he was the Chairperson of the Kabalega Students' Association.
Eng. Dr. Vincent B.A. Kasangaki (Principal of the Institute)
Eng. Dr. Vincent B.A. Kasangaki is the current Principal of the Institute, and Secretary of the Governing Council. He is an electrical engineer specializing in Control Systems Engineering,
and Electric Power Systems. He has considerable experience in institutional management and administration. Before joining the Institute in September 2003,
Eng. Dr. Kasangaki was an Associate Professor, Department of Electrical Engineering, Makerere University, where he worked for 27 years. He is a member of the Uganda Institution of
Professional Engineers, member of the Institute of Electronics and Electrical Engineers, New York, USA, and a Registered Engineer in Uganda. He is currently a member of the Uganda Electricity
Regulatory Authority (ERA); Chairperson of the Appointments Board of the Mountains of the Moon University, Fort-Portal, Uganda; member of the Governing Council of Uganda Technical
College-Kichwamba; and a member of the Rotary Club of Kampala North.
